The Arcadia Guilty Plea Just Exposed How Beijing Is Manufacturing American Citizens From Inside Your Own Neighborhoods

A California mayor just pleaded guilty to working as a secret agent for Communist China.

Now investigators are connecting her city to something even darker – a CCP-linked operation manufacturing American citizens from a suburban mansion.

And what they found inside that Arcadia house will make your blood run cold.

Eileen Wang Guilty Plea Exposes CCP Infiltration of American Local Government

Wang wasn't some low-level functionary who stumbled into a foreign influence operation.

She was an elected mayor – the first Chinese-American woman on the Arcadia City Council – running a fake news website called "U.S. News Center" at the direct instruction of Chinese Communist Party officials.

The plea agreement is damning in its specificity.

A PRC official sent Wang pre-written propaganda articles via WeChat.

Wang posted them, then messaged the official a screenshot showing the article had been viewed 15,128 times.

The official responded: "Great!"

Wang replied: "Thank you leader."

That's not a confused immigrant caught between two loyalties.

That's an active agent of a hostile foreign government embedded inside American local government – one who knew exactly who she was serving.

FBI Director Kash Patel said it plainly when the plea was announced: Wang "admitted to acting as a foreign agent from at least 2020 through 2022 – promoting PRC propaganda in the U.S. and acting at PRC's direction to promote their interests."

Wang faces up to 10 years in federal prison.

Her co-conspirator and then-fiancé, Yaoning "Mike" Sun, is already serving four years after pleading guilty to the same charge last October.

The CCP Birth Tourism and Surrogacy Operation Running Inside US Borders

Wang's case isn't an isolated act of personal betrayal.

It's the visible tip of an operation three decades in the making.

The CCP's long-term playbook runs in three phases: infiltrate, manufacture, and activate.

Infiltrate – place loyalists inside American institutions at every level, from local city councils to university research labs to state government offices.

Manufacture – use America's own birthright citizenship laws to create a generation of legal U.S. passport holders raised under CCP indoctrination.

Activate – deploy that generation as voters, chain-migration anchors, and political operatives when they turn 18 and 21.

Kash Patel confirmed the FBI has arrested 47 percent more Chinese espionage actors in the past year than the previous year — not because the CCP suddenly got bolder, but because Biden's FBI was asleep at the switch for four years.

The Manchurian Generation: 1.5 Million CCP-Raised American Citizens Already in the Pipeline

While Wang was running her propaganda operation, a CCP-linked businessman named Guojun Xuan was allegedly operating a "surrogacy command center" out of a $4.1 million mansion in the same city – Arcadia, California.

When police entered that house in May 2025, they found 15 children living there.

Investigators ultimately connected Xuan to 21 children, produced through surrogates spread across the United States.

This is the manufacturing phase of the CCP playbook in physical form.

Peter Schweizer, in his book The Invisible Coup, estimates Chinese nationals have produced between 750,000 and 1.5 million U.S. citizen children over the past 15 years – born on American soil, handed a U.S. passport, and raised under the CCP's educational system.

Schweizer calls them the "Manchurian Generation."

The Obama-era Guam–CNMI Visa Waiver Program handed Beijing a direct runway into U.S. territory.

The island of Saipan – just 2,000 miles from Shanghai – became what the Chinese themselves call a "Yankee factory."

Chinese nationals arrive visa-free under a 45-day waiver, deliver on American soil, and fly home with a U.S. passport.

More than 70 percent of all newborns on Saipan are now children of Chinese birth tourists.

The surrogacy industry running parallel to this is equally brazen.

Companies openly advertise packages starting at $45,000 that include luxury accommodations and visa specialists who coach expectant mothers to conceal pregnancies from U.S. Customs – flying through less-scrutinized ports of entry, wearing loose clothing to avoid detection.

American hospitals get defrauded.

American taxpayers foot the bill.

Beijing gets another legal entry point into the American body politic.

Birthright Citizenship Is the CCPs Weapon and Your City Council Is Already a Target

Here is what the corporate press will not say out loud.

Wang, Xuan, and the surrogacy command center in Arcadia are not three separate stories.

They are three chapters of the same book.

The CCP spent 30 years building this infrastructure while American leaders told you China was liberalizing.

Clinton promised in 2000 that normalizing trade would "liberate the potential" of the Chinese people.

What it actually did was give Beijing three decades of uncontested access to plant agents in your city councils, manufacture passport-holding operatives through your hospitals, and run propaganda through websites dressed up as local community news.

When those 1.5 million "American" children raised under CCP indoctrination turn 18, they vote in your elections.

When they turn 21, they sponsor their parents – CCP officials, intelligence officers, government ministers – for legal permanent residency.

Trump's executive order ending birthright citizenship for children of non-citizens is now before the Supreme Court.

Florida banned surrogacy contracts with Chinese nationals under the FIRE Act.

California expanded surrogacy coverage in 2026, moving in the exact opposite direction.
