But now Elon Musk was grinning from ear to ear over this secret plan to slash spending.
President Trump doesn’t need Congress to cut spending
President Trump is planning to challenge the constitutionality of the Impoundment Control Act of 1974.
Congress passed the Impoundment Control Act in the wake of the Watergate scandal, which handcuffs the President on spending decisions.
The Constitution gives Congress the power of the purse.
But the check on that is the executive, which is in charge of how the money is spent.
The Impoundment Control Act mandates the President spend every cent as directed by Congress and eliminates executive discretion.
Two top conservatives in Congress told Fox News that President Trump plans to challenge the legality of this law.
Congressman Chip Roy (R-TX) argued that if Congress directed the President to buy a hammer, it shouldn’t matter how much the hammer cost as long as the President purchased one.
“The chief executive can say, ‘I don’t have to buy a $500 hammer, I can buy a $100 hammer. I don’t have to buy a $100 million carrier, I could buy a $50 million carrier,’ or whatever. He’s the executive. So if that money is then spent properly to carry out the functions of government, why should you have to spend every dollar of it, right? It’s literally unconstitutional,” Roy stated.
President Trump plans to identify programs where he can spend less money than Congress outlines and use the savings to pay down the debt.
Congressman Ralph Norman agreed and told Fox News that Trump planned to take this fight all the way to the Supreme Court.
“He’s got the constitutional right to do it, so he’s going to push on with it, and thinks the courts will ultimately side with him,” Norman added. “I can’t get in Trump’s mind, but I know he’s hell-bent on interpreting the Constitution as his right to use impoundment.”
Impoundment was how President Trump codified DOGE spending cuts and avoided attempts by Democrats to filibuster any attempt to gore their sacred cows in the federal budget.
“I think that they are concurrent plans, and we will use all of those tools at the appropriate time, but I say that as an observer from Congress,” Roy added.
Elon Musk argued that the government doesn’t have any choice other than to slash spending.
Interest payments on the national debt are reaching one trillion dollars per year.
That will eventually collapse the economy.
The national debt is a national security and economic ticking time bomb.
And President Trump plans to use every tool at his disposal – including impoundment – to fix this crisis.
