Kristi Noem’s Cartel Envoy Title Quietly Expired but the Cartels Got No Relief

Trump showed Kristi Noem the door at Homeland Security back in March.
She walked straight into a brand new diplomatic post built to wage war on the cartels.
That title expired without a word, and what happened to the cartel war next tells the real story.
The State Department Confirmed Noem's Envoy Title Lapsed in September
Noem is no longer the special envoy for the Shield of the Americas, the anti-cartel coalition Trump launched at Doral in March.
The State Department only confirmed the change after CBS News started asking questions.
"Kristi Noem's envoy status expired last month and she is no longer in the role," a State Department official said.
The designation lapsed in September, just as world leaders were gathering in New York for the United Nations General Assembly.
That did not keep Noem out of the diplomatic meetings.
Ecuadorian President Daniel Noboa was one of her first stops, back in March, when she toured five Latin American and Caribbean countries and met him in Quito on March 25.
Ecuador is one of America's key partners in the coalition.
When Noem sat down with Noboa again on September 22, his government was still calling her the special envoy.
Washington let that stand for weeks.
DHS spokesman Tommy Piggott brushed the whole thing off in an interview with NewsNation.
"There's always these types of changes that happen," Piggott said.
Noem now works as a senior adviser to Deputy Secretary of State Christopher Landau and still handles the Shield of the Americas portfolio.
That is three different titles in one calendar year.
How Noem Went From Running DHS to Advising a Deputy
Trump announced on March 5 that Senator Markwayne Mullin would take over Homeland Security.
The move came after two bruising congressional hearings and a taxpayer-funded ad campaign starring Noem that ran roughly $200 million.
Corey Lewandowski, her unpaid adviser at DHS, was out the door by the end of March.
The State Department made clear he was not following her to Foggy Bottom.
Trump handled the exit with class, thanking Noem publicly and handing her a soft landing instead of a pink slip.
Mullin, meanwhile, rolled up his sleeves.
By his 100-day mark, he told Breitbart that 2026 deportations were on pace to blow past everything DHS did in 2025.
"We've released no one into this country that we've apprehended," Mullin said.
He also said DHS had arrested more than 1,900 terrorists inside the country since Trump's second term began.
He promised the primary border wall would be finished within a year.
That is what a results operation looks like.
Hegseth Kept Hunting the Cartels Without an Envoy
The Shield of the Americas never depended on one person's business card.
Trump stood in front of leaders from Argentina, El Salvador, Panama and other nations at Doral and told them to use military force against the cartels.
Mexico and Brazil stayed out of the coalition.
Pete Hegseth took over the coalition's security side, and in August he announced that Colombia was joining the fight.
SOUTHCOM stood up a new joint task force for the Western Hemisphere that same month.
In September, 15 governments signed a statement in New York naming MS-13, Tren de Aragua and the Sinaloa Cartel as targets.
It also proposed calling a consultation under the Rio Treaty, the 1947 mutual defense pact that treats an attack on one American nation as an attack on all of them.
Costa Rica's president fired her foreign minister after he showed up at the New York meeting without telling her.
Nobody in the hemisphere is treating this coalition as a photo op.
It runs on a Pentagon willing to sink drug boats and a president willing to say the word "cartel" without flinching.
Trump Moved Mike Waltz the Same Way in 2025
Trump has run this play before.
When Mike Waltz stumbled as national security adviser in 2025, Trump moved him to the United Nations rather than humiliate him on the White House lawn.
Noem got the same treatment twice.
She keeps a seat in the room, the cartel portfolio stays on her desk, and the people actually hammering MS-13 and Sinaloa keep doing it.
The media went looking for a Noem scandal.
What it found was a staffing change that slipped by for a month – because the coalition kept growing the whole time.
Joe Biden treated the cartels like a paperwork problem at the border.
Trump built a 19-nation coalition to hunt them down.
The envoy job is gone.
The war on the cartels is not.
