A Democrat Staffer Found ICE Waiting at His Flight When He He Didn’t Realize Trump Reversed One Biden Rule

Joe Biden let illegal immigrants board domestic flights across America without ever checking their status.

Donald Trump's Department of Homeland Security tore up that policy on his first day back in office.

That reversal just caught a California Democrat's aide walking straight toward airport security in Las Vegas.

How a Reversed Biden Rule Flagged a State Assembly Aide at the Gate

Ho Yin Mo walked into Harry Reid International Airport on September 22 like any other traveler.

He works as a field representative for California Assemblymember Catherine Stefani, a San Francisco Democrat.

Federal agents were waiting.

ICE arrested Mo before he ever reached his gate.

The Department of Homeland Security said the arrest was possible only because Trump's team killed a Biden-era rule that let illegal aliens fly domestically with minimal scrutiny.

DHS put it bluntly: the agency "reversed the horrendous Biden-era policy that allowed aliens in our country illegally to jet around."

Records show he entered the United States legally on January 13, 2020, on a temporary visa.

He was required to leave by May 15, 2020.

He never did.

DHS says Mo remained in the country unlawfully for roughly six years while building a public-facing career in California politics and media.

The agency drew a hard line on why none of that mattered once he tried to board a plane: work authorization or a pending application do not confer legal status in the United States.

First Assistant U.S. Attorney Bill Essayli made the point even sharper.

"No one is above the law, not even the California legislature and its staff," Essayli said.

Mo is now being held at the Nevada Southern Detention Center in Pahrump, awaiting removal proceedings.

A Former News Anchor With a Six Year Paper Trail Landed in Federal Custody

Mo is not some anonymous staffer nobody would recognize.

He anchored and reported for KTSF, a Chinese-language station based in San Francisco, before entering politics.

He worked as an outreach organizer on former San Francisco Mayor London Breed's 2024 reelection campaign before Stefani hired him.

Stefani brought him onto her staff in January 2025 to serve constituents across San Francisco and San Mateo County.

He graduated from the University of California, Berkeley, and is a Hong Kong native, according to reporting on his background.

Stefani rushed to defend him publicly once news of the arrest broke.

She called Mo "a selfless public servant and a valued, legal employee of the California State Legislature."

Notice what that sentence does not say.

Stefani vouched for his standing as a state employee while saying nothing about his six-year immigration overstay, the fact DHS says put him in handcuffs.

She is now "respectfully calling for Ho Yin Mo's release."

What Ho Yin Mo's Case Says About Sanctuary State Vetting

This case is not really about one airport arrest.

It is about a state legislature that hired, promoted, and photographed someone for a year and a half without ever confirming his legal status – then acted shocked when the federal government did what California would not.

California's sanctuary policies bar state and local agencies from asking about immigration status or cooperating with federal enforcement in routine circumstances.

That is precisely the gap a six-year visa overstay can hide inside for years, right up until a federal agent runs the right database at an airport gate.

Mo did not get caught in a raid or a workplace sweep.

He got caught the moment Washington stopped looking the other way at boarding gates nationwide, a policy shift that exposes exactly how many people like him were counting on the old rules staying in place.

Expect Stefani's office to keep talking about his character and his résumé.

Do not expect her office to explain why nobody on her staff checked his status before – or after – they put him in front of constituents for a year and a half.
